Unveiling of the RCMP Covert Specialists – Undercover Operations
On August 3, a plaque was unveiled to honour the legacy of Staff Sergeant Abe Snidanko, the visionary behind the RCMP Operational Undercover Training (OUT) Programme. This significant event took place in the presence of members of the Covert Specialists Alumni (CSA), who gathered to pay tribute to the man whose work has had a profound impact on law enforcement training worldwide.
Staff Sergeant Abe Snidanko was a trailblazer in the field of undercover operations. His journey began in the late 1960s when he was stationed at the Vancouver Drug Section. It was there that he developed the original regional training programme for covert operations, drawing inspiration from the Second World War allied espionage training conducted at Camp “X” near Whitby, Ontario. Camp “X,” a covert training school created by the legendary Canadian Sir William Stephenson, code-named “Intrepid,” served as the model for Snidanko’s innovative approach.
The first national OUT Course, taught by Snidanko, took place in 1972 at Union Station in Toronto. This groundbreaking course brought together potential covert specialists who trained in two distinct roles: the “Operator,” who infiltrated criminal networks, and the “Cover,” who provided oversight and security. Over time, the RCMP’s training of covert specialists has evolved into a world-renowned programme, earning recognition as the gold standard for the selection and training of undercover operatives. This programme has not only shaped the careers of countless RCMP officers but has also been studied and adopted by law enforcement agencies around the globe.
The unveiling of this plaque serves as a lasting tribute to Abe Snidanko’s contributions. Located just a few paces from his final resting place, this marker was established by the Covert Specialists Alumni (CSA) in May 2021 as a token of their deep gratitude.
Thanks to Abe’s vision and dedication, many police colleagues have enjoyed fulfilling careers in undercover investigations, continuing the legacy of excellence he initiated. This ceremony not only commemorates the man but also celebrates the enduring impact of his work on modern law enforcement.
